R\u00e9alis\u00e9 dans le cadre de l\u2019Initiative pour la cr\u00e9ation rapide de logements de la SCHL, ce projet constitue une \u00e9tude de cas \u00e9loquente sur ce qui devient possible lorsque des partenaires motiv\u00e9s, des m\u00e9thodes de construction novatrices et des processus municipaux rationalis\u00e9s s\u2019unissent autour d\u2019un objectif commun.  <\/p>\n\n<p>Situ\u00e9 sur un site appartenant \u00e0 la ville de Kitchener, pr\u00e8s de la station de transport en commun Block Line ION, l\u2019immeuble de quatre \u00e9tages d\u2019une superficie de 2 120 m\u00b2 offre des studios autonomes jumel\u00e9s \u00e0 des services de soutien complets. La ville a contribu\u00e9 le terrain par le biais d\u2019un bail \u00e0 long terme, ce qui a permis \u00e0 YW de concentrer ses ressources limit\u00e9es sur la construction de logements rapidement et \u00e0 grande \u00e9chelle. L\u2019occupation a commenc\u00e9 en avril 2022, et un deuxi\u00e8me b\u00e2timent plus petit, ax\u00e9 sur les familles, a ouvert ses portes \u00e0 c\u00f4t\u00e9 en 2023.    <\/p>\n\n<h3 class=\"wp-block-heading\">La collaboration comme v\u00e9ritable innovation<\/h3>\n\n<p>Bien que la construction en bois massif ait jou\u00e9 un r\u00f4le essentiel dans l\u2019acc\u00e9l\u00e9ration de la livraison, le succ\u00e8s plus profond du projet r\u00e9side dans la fa\u00e7on dont il a \u00e9t\u00e9 r\u00e9alis\u00e9. D\u00e8s le d\u00e9part, YW K-W a agi comme chef d\u2019\u00e9quipe, en alignant les partenaires municipaux, les consultants et les constructeurs sur l\u2019exigence non n\u00e9gociable de livrer le projet dans un d\u00e9lai de financement de 12 mois.  <\/p>\n\n<p>Pour rendre ce calendrier possible, la ville de Kitchener a cr\u00e9\u00e9 un r\u00f4le de \u00ab\u202fpr\u00e9pos\u00e9 aux logements\u202f\u00bb d\u00e9di\u00e9, un chef de projet interne responsable de la coordination des approbations, de l\u2019harmonisation des services et de l\u2019\u00e9limination des obstacles administratifs. Ce r\u00f4le a r\u00e9duit le processus typique d\u2019approbation des plans de site de pr\u00e8s d\u2019un an \u00e0 seulement 72 jours et est depuis devenu un poste permanent pour soutenir les initiatives de logement futures.  <\/p>\n\n<p>Il en est r\u00e9sult\u00e9 non seulement de la rapidit\u00e9, mais aussi une collaboration fond\u00e9e sur la confiance entre les partenaires publics et les organismes sans but lucratif, une approche qui consid\u00e9rait le logement comme une infrastructure civique partag\u00e9e plut\u00f4t que comme un projet de d\u00e9veloppement isol\u00e9.<\/p>\n\n<h3 class=\"wp-block-heading\">Pourquoi le bois massif \u00e9tait important<\/h3>\n\n<p>Block Line 1 a \u00e9t\u00e9 r\u00e9alis\u00e9 \u00e0 l\u2019aide d\u2019une approche de conception-construction en bois massif, avec des panneaux CLT pr\u00e9fabriqu\u00e9s et des colonnes en bois lamell\u00e9-coll\u00e9 fabriqu\u00e9s hors site et assembl\u00e9s en seulement 20 jours. Cela a consid\u00e9rablement r\u00e9duit le temps de construction sur place, am\u00e9lior\u00e9 le contr\u00f4le de la qualit\u00e9 et permis \u00e0 l\u2019\u00e9quipe de respecter le calendrier ambitieux exig\u00e9 par l\u2019Initiative pour la cr\u00e9ation rapide de logements.  <\/p>\n\n<p>Au-del\u00e0 de la rapidit\u00e9, le bois massif a apport\u00e9 des avantages suppl\u00e9mentaires\u00a0: r\u00e9duction de l\u2019empreinte carbone, am\u00e9lioration de la performance acoustique, r\u00e9sistance au feu inh\u00e9rente et int\u00e9rieurs en bois apparent chaleureux qui contribuent \u00e0 un sentiment de dignit\u00e9 et de confort pour les r\u00e9sidents. Le b\u00e2timent a \u00e9t\u00e9 reconnu par le prix Sustainable Kitchener et le prix Ontario Wood WORKS!, ce qui confirme que la construction industrialis\u00e9e n\u2019a pas besoin de compromettre la qualit\u00e9 de la conception.   <\/p>\n\n<h3 class=\"wp-block-heading\">Concevoir pour la dignit\u00e9, pas seulement la densit\u00e9<\/h3>\n\n<p>Chaque unit\u00e9 est intentionnellement compacte (environ 31 m\u00b2) et comprend une cuisine, une salle de bain et une chambre priv\u00e9es. Bien que de taille modeste, ces espaces offrent ce que les refuges ne peuvent pas offrir\u00a0: intimit\u00e9, s\u00e9curit\u00e9 et contr\u00f4le. Pour de nombreux r\u00e9sidents, le fait d\u2019avoir une porte qui se verrouille repr\u00e9sente une \u00e9tape fondamentale vers la stabilit\u00e9 et l\u2019ind\u00e9pendance.   <\/p>\n\n<p>Le b\u00e2timent comprend des espaces de soutien partag\u00e9s et des syst\u00e8mes m\u00e9caniques d\u00e9centralis\u00e9s, ce qui permet aux r\u00e9sidents de contr\u00f4ler leur propre environnement pendant que le personnel assure la surveillance et la s\u00e9curit\u00e9. La conception \u00e9quilibre l\u2019efficacit\u00e9 op\u00e9rationnelle avec les principes tenant compte des traumatismes, reconnaissant que les logements de transition ne sont pas seulement une question d\u2019abri, mais aussi de reconstruction de l\u2019autonomie. <\/p>\n\n<h3 class=\"wp-block-heading\">Un mod\u00e8le reproductible pour les villes canadiennes<\/h3>\n\n<p>Le projet Block Line d\u00e9montre que les logements de transition peuvent \u00eatre construits plus rapidement, \u00e0 moindre co\u00fbt et avec une qualit\u00e9 sup\u00e9rieure lorsque\u00a0:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Les organismes sans but lucratif sont habilit\u00e9s \u00e0 agir en tant que chefs de projet.<\/li>\n\n\n\n<li>Les municipalit\u00e9s agissent comme des catalyseurs, et non seulement comme des organismes de r\u00e9glementation.<\/li>\n\n\n\n<li>Les m\u00e9thodes de construction industrialis\u00e9es sont int\u00e9gr\u00e9es t\u00f4t.<\/li>\n\n\n\n<li>Les \u00e9quipes s\u2019engagent \u00e0 faire preuve de transparence, de responsabilit\u00e9 et de r\u00e9solution de probl\u00e8mes commune.<\/li>\n<\/ul>\n\n<p>Avec un co\u00fbt de construction d\u2019environ 181\u202f000\u202f$ par unit\u00e9, livr\u00e9 dans le respect du budget malgr\u00e9 l\u2019inflation de l\u2019\u00e8re pand\u00e9mique, le projet contraste fortement avec d\u2019autres projets pilotes de logements modulaires qui ont connu des d\u00e9passements de co\u00fbts et des retards importants. <\/p>\n\n<p>Pour mcCallumSather, Block Line renforce une conviction fondamentale selon laquelle la construction de logements n\u2019est pas seulement un probl\u00e8me technique, mais un probl\u00e8me de syst\u00e8mes.
